Thank you. Now that we're here, I've noticed the tension in the elven sections of Halamshiral, especially near where it's scarred most. People speak of rebuilding and repairing, which is important, but more than just buildings were destroyed. I've seen resentment -nothing violent- directed at the progress being made, and worry that it might do more harm than good to continue if the opinions of local leaders haven't been sought. It's their community, after all.
[Sigh.] I...don't know if I'm the right person to bring any of this to your attention. I haven't lived in an alienage for a very long time. I don't know how best to assist them. But I hope you do, and urge the Inquisition in that direction.
I quite agree. I know that if outside forces had come into Gwaren, no matter how good their intentions, we'd have been just as wary. It's a fine balance between directing the repair efforts and undermining the community leaders, and I'm not quite sure where that balance lies just yet, but I will do my utmost to make sure they are respected and included.
I'm truly grateful to hear this. I don't want to speak for anyone, but if I had to venture a guess, the resentment might stem from fear that repairs done will be Orlais' excuse to forget it ever happened. Denial is easy once evidence is out of sight. But there could be other, underlying reasons.
You have my word, we will not let them forget. I intend to make the Inquisition the voice of the downtrodden above all others. I fear myself that we will fix things up and move onto the next problem to solve, and things will return here to the way they've always been. I won't let that happen.
Good. I'm told of the Inquisition's previous focus in the Fallow Mire and the Western Approach, places that did not have any real population left, let alone a city in the heart of Orlais. This will require a different, more careful, approach. As long as the Inquisition remembers that, then...perhaps it will work.
I'm no diplomat or spy, just a Warden mage with a mabari. But if assistance is needed, I would gladly contribute.
You're right - there's been more leeway to take a heavy hand before, but this requires some subtlety. I have faith in Sister Nightingale and Lady Montilyet to advise their agents as such, but I'm not sure myself how the Inquisition at large will take to a more delicate operation. Any advice or assistance would be gratefully received.
The more of their fellow elves the locals see among the Inquisiton, the better. They have to know we're involved, that we're being treated here far better than what they might have expected. Maker knows what rumors might have reached them until now, with even Chantry mothers accusing us of heresy. We have to counter that with the truth.
Unfortunately the truth is so often only what the majority have chosen to believe. [Even if every elf in the Inquisition banded together, she's sure there would still be many other voices that shouted louder than them.] We'll just have to make sure we're the ones they listen to.
